Business and Entrepreneur Route. UAE-based company owners with an existing business generating annual revenues of at least AED 1,000,000, or entrepreneurs with a project approved by an accredited business incubator inside the UAE, qualify under this route. Partners in a company can qualify if their individual share is valued at AED 2,000,000 or more.

Skilled Professional Route. Doctors, engineers, scientists, artists, and specialists in fields the UAE government has designated as strategic can apply with a valid UAE work contract in a senior role, typically Grade 1 or equivalent. Minimum monthly salary thresholds apply, generally AED 30,000 or above depending on the sector.

Student and Research Route. Outstanding graduates from UAE universities with a GPA of 3.75 or above, and research scientists with published work in recognised journals, are eligible under a separate stream.

Property Investment: What Counts and What Does Not

Most Golden Visa applications from overseas buyers use the property route, so the details matter.

The AED 2,000,000 threshold is the purchase price as registered on the sale agreement and title deed. Service charges, agency fees, and Dubai Land Department transfer fees (currently 4% of the purchase price) are additional and do not count toward the minimum.

Off-plan properties count, provided the developer is registered with RERA (Real Estate Regulatory Agency) and you have paid at least AED 2M. Many Dubai developers offer payment plans where you pay 20 to 30% on signing and the rest over two to four years. You can apply for the Golden Visa as soon as the paid-up value reaches AED 2M, even before the property is handed over.

Joint ownership is permitted. A husband and wife can jointly own a single property and each apply for their own Golden Visa, provided the total purchase price is at least AED 2M and each person's registered share is at least AED 1M. This specific provision was introduced in 2023.

These are official government fees and are fixed. They do not include professional service fees for document preparation and submission, which vary by provider.

What the Golden Visa Does Not Give You

A few common misconceptions are worth clearing up directly.

The Golden Visa is a residency, not citizenship. It does not give you a UAE passport or UAE nationality. The UAE does not offer a citizenship-by-investment programme.

It does not automatically create a tax residency in the UAE for the purposes of other countries. Tax residence is determined by each country's own rules. If you are considering the UAE as a tax residence base, get legal advice specific to your home country's rules.
